JICC FORMING COUPON FRAUD SUBCOMMITTEE
The Joint Industry Coupon Committee (JICC) has created a new subcommittee to address coupon fraud. The subcommittee is composed of CPG manufacturers, retailers, coupon clearinghouses (including ProLogic) and industry associations. The subcommittee has established working groups in the following areas:
- Automated feeds to retailers of counterfeit coupon codes from the Coupon Information Corporation (CIC)
- Family code validation at the point-of-sale
- Positive offer file (white list) of coupon codes for point-of-sale validation
- Process for retail validation of high-value and internet coupons
- Communicate coupon best practices to retailers and manufacturers

GS1 DATABAR TRANSITION UPDATE
The coupon industry is continuing its transition to the new GS1 DataBar barcode, which replaces the UPC-A barcode that has been in use for many years. During 2011, most manufacturers will begin issuing coupons printed only with the GS1 DataBar barcode. According to JICC guidelines, the transition was scheduled to be completed by June 30, 2011, but most manufacturers are waiting until later in the year to ensure retailers are ready to scan the new barcode.
A new Supermarket News article says many manufacturers will likely wait until late 2011 or even early 2012 to fully transition away from the UPC-A barcode and use the GS1 DataBar exclusively.

INDUSTRY REACTS TO EXTREME COUPONING
Six months after TLC's show Extreme Couponing debuted, industry experts are debating the show's impact on consumers. Phil Lempert of Supermarket Guru reflects in a recent Supermarket News post that most shoppers are unwilling to invest the considerable time required to become an extreme couponer.
Several retailers are reviewing their coupon policies in an effort to protect themselves from shelf-clearing extreme couponers. Publix Super Markets recently instituted a formal coupon policy that sets limits around the quantity of any one item purchased and provides clarity on which competitor's coupons the stores will accept.
